V-D-G was consulting under the leadership of the Developer Blake-Field, LLC with a focus on master planning, strategic full-cycle business plan, property positioning/ vision and marketing of the property.

The Commissioners Court unanimously approved in 2017 the master development plan for the project's Travis County portion, which will house the majority of units in the 2,200-acre project. On top of the homes and apartments, a marketplace of shops, entertainment venues, restaurants, a resort hotel and spa, and "other amenities" also are planned. The project would be built in three regional phases, Texas Town, Hilltop and Cliffside. with a projected built out over 20 years.

New York-based Hart Howerton Architects designed the masterplan for the project. Infrastructure planning Doucet & Associates P.E. Additional consulting on the project was provided by Dannenbaum Engineering, Sherwood Engineers, SWCA Environmental Consultants, Kimley Horn, Ten Eyke Landscape Architects, and Integra Group.
